I did it on Normal with Famine, Thunderstorm, Tough Luck, and maybe Blind (can’t remember). I think the only level I had to try twice was the Covenant.
That said, if you can do it FAST (that’s the key) on Heroic or Legendary you don’t need as many skulls turned on. Heroic with Famine and Thunderstorm would probably be good enough, but Tough Luck doesn’t hurt you much.
