The flamethrower is classified as a “heavy” weapon. It doesn’t appear in your weapon set at the start of a match because it has to be picked up, like the missile pods or machine gun turret. If you notice, when setting up a custom gametype, the option for those three weapons is omitted. This is because its impossible to do so. If you want to encourage an all-flamethrower showdown, then place the flamethrowers at the starting spawners in forge and make everyone’s starting weapon really crappy, like a plasma pistol.
To the answerer below me: What you say is true, however if you set the run-time minimum to the number of players on the map at a given time then every time one is picked up another will spawn in its place.

u cant have a flamethrower start and in forge even if u put one down to b picked up u can only spawn 1

Because Bungie placed the flamethrower in the turret category, it’s impossible to start with it. You won’t find this option when you try to change your gametype. Unless that gametype was modded of course.
Like Dennis said, you can just place a flamethrower on the spot where everyone spawns and let them pick it up. However, you need to set the runtime minimum to the number of flamethrowers at the start.
Even so, if a player dies holding a flamethrower, and it still contains ammo, then a new flamethrower won’t spawn until that flamethrower is used up, is thrown off the map, or the gaming engine decides to delete the thing (usually after a minute, which is a LONG time in a halo match). Runtime minimum includes those weapons remaining on the map, not just the weapons the players are holding.
